The Office of Naval Research (ONR) Warfighter Performance directorate (ONR34) conducts scientific research and experimentation to improve Navy readiness through innovative Human-Systems Integration. As cyber warfare becomes increasingly more significant in the Navy’s overall approach to warfighting, particularly in response to the requirement for effective electromagnetic spectrum maneuver in a command and control, denied and degraded environment (C2D2E), user behavior and human responses to cyber effects will drive research, development, testing, and experimentation (RDT&E) in a synthetic environment. ONR34 develops simulation-based training capabilities to provide warfighters with realistic synthetic scenarios and enables simulated operational risk taking in the training environment, while reducing live training resource requirements.

ONR34 sponsors a series of FST RDT&E events, leveraging NCTE network research and development capacity, and partnering with laboratory facilities specializing in synthetic technology integration, scenario generation, and exercise control. FST RDT&E events provide a venue for technology demonstrations and for experimentation events designed to examine solutions that warfighters need to keep pace with stressing competitors. Preparation for FST RDT&E events is comprehensive and includes project management, systems integration, software development, network configuration, network architecture support, and scenario development. Cybersecurity engineering and information assurance (IA) best practices are integral elements across the lifecycle of every event.

Overview: The primary purpose of this TAT is to study, analyze, provide advice, research, and develop deliverables to advance CS related scientific and technical information (STI) through the application of knowledge and resources in achieving the requiring activity's mission requirements defined herein.

This TAT will investigate innovative approaches to address existing knowledge and training gaps for the advancement of command and control decision-making, and provide secure experimentation and training that features realistic cyber effects and Electromagnetic Spectrum Operations (EMSO) impacts, along with training technologies that will enable dynamic, adaptive, resilient decision training for Command and Control in Degraded-Denied Environments (C2D2E).


  • TOP SECRET clearance.

  • Must have a minimum of twelve (12) years software engineering experience in a scientific research and development environment, and at least five (5) of those twelve minimum (12) years must be JSAF work experience.

  • Authoritative knowledge of the Joint Semi-Automated Forces (JSAF) program

  • Demonstrated technical ability in a distributed simulation environment including successful management of technical programs

  • Experience in the processes of verification, validation and accreditation/certification of software models; conceptual model of the mission space development and the utilization of common models; knowledge engineering, functional decomposition and knowledge representation; and capability maturity model application

  • Competence in all phases of systems analysis techniques, concepts and methods

  • Familiarity with current industry capabilities and predefined relationships with simulation providers

  • Expertise and guidance for available hardware, system software, input/output devices, structure and management practices

  • The software engineer shall possess a Bachelor’s Degree in at least one of the following: Electrical Engineering, Computer Engineering, Mechanical Engineering, Computer Science, Physics, or Mathematics. The Bachelor’s Degree must be from an accredited college or university. In lieu of a degree, the software engineer shall have a minimum of fourteen (14) years software engineering experience in a scientific research and development environment, and at least five (5) of those minimum fourteen (14) years must be JSAF work experience.

  • Preferred - A Master’s Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Computer Science, Physics, or Mathematics from an accredited college or university is preferred.
